Agricultural Research Tax Relief Bill Introduced

Bipartisan Announcement in House and Senate

Representatives Devin Nunes (CA-21), Ron Kind (WI-03), Tom Cole (OK-03), Earl Blumenauer (OR-3), and Senators Debbie Stabenow (MI) and John Thune (SD) today announced the bi-cameral introduction of legislation that will provide a tax exemption for agricultural research.

The legislation introduced today seeks to spur the research and innovation necessary to double food production by 2050 when the global population is estimated to exceed 9 billion. In addition, it will help American farmers to survive in an increasingly regulated environment, which impacts agricultural emissions as well as the use of pesticides and fertilizers.

“The Charitable Agricultural Research Act will help not only create more opportunity for innovation in the short–term but will assure that public private partnerships are able to raise the money needed to respond to the constantly changing threats to agricultural production,” said Rep. Nunes. “We need these investments now more than ever and our nation’s tax laws should reflect that.”

“Expanding agricultural research is critical to helping the industry meet the demands of a 21st century global economy,” said Rep. Kind. “This bill provides an incentive for donations to ag research, creating an important new funding source and providing significant future benefits to innovation, production, and success in agriculture.”

To encourage private donations, the Charitable Agricultural Research Act would authorize the creation of a new type of charitable, tax-exempt organization to allow private monies to fund agricultural research.  Each ‘agricultural research organization’ would work in conjunction with agricultural and land-grant colleges and universities to conduct research in the field of agriculture, complimenting existing public and private research.
